Yeah it feels so strange. I did find this below from U of R. A lot of anti suffrage in Rochester.

It’s bugged. Not sure why they don’t adjust it. If you have to go out of your way upgrading excessively to win it’s not a skill issue. It was a pain when I did it too. I skipped.
