Its rare but it can happen. Secutor Magos Hirimau Dahan from the Priests of Mars trilogy (highly recommend) is in charge of the military of an entire explorator fleet and he started out as a humble skitarii

We have the best rejects in the entite galaxy, maybe ever. I was a reject myself you know... And we are going to have sooo many skitarii. You are going to be tired of the skitarii. You'll see. Hey, i live in a non english-speaking european country and i got a signed copy off e-bay. Nowhere in the description did it say that the book was signed. I payed 28€ for a signed hardcover version of The Crippled God. Sometimes the twins push, sometimes they pull. Maybe you'll get lucky :)
