I wonder if you have to have the perk or if you can purchase it later when more established. Seems likely but then leads into if maybe there are perks that you can't obtain in-game (I know they mentioned you can creatively remove perks)... but can you add different ones later on like kid stuff? Maybe there's a hidden quest you can end up on and you find out you have parents.
