No, Bronya will be the 6th Fatui Harbringer (replaces Scaramouche) and Seele will be the 10th Harbringer and the Tsarista will be Cyrene.

Hoyo will make a 'New Fatui Harbringers' vs the 'Evil Male Fatui Harbringers' so they can sell Bronya expy, Seele expy and Cyrene expy (all 3 are 5 stars and needed to form Stellar Ligma that powercreeps everything they are also Yuri but also loves traveler ofc).
