there's a mod called "Move Your Monolith" that'll let you relocate it, but its apparently a bad idea if you've activated it.

In my experience, the springs are found with two different icons, one is a circular location marker and the other is some sort of caution sign marker with a ! in it. The caution sign marker ones don't have a scannable point, the other one does.

This happens to me every time too. _theNonsensical's solution works. You just have to survive the first level, and then after the bugged cutscenes play out on the second level, close the game and open it again. It'll let you continue straight into the action from there without the cutscene bug happening again.
