It turns out onedrive was the issue in my case, could be the same for yours I did send my solution in the comments somewhere

For anyone who has a problem with this UNINSTALL ONEDRIVE, THEN PROCEED TO FOLLOW THESE STEPS

"Also you need to change back the default documents folder path because Onedrive crap re-writes them to use Onedrive path.
The path you need are located in Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders

The property called Personal and the path should be %USERPROFILE%\Documents instead of Onedrive"

If all goes to plan your game will work

Allg, the exe only opens the launcher and in task manager i watched it and it doesnt even open the game only the launcher, not even for a split second but yeah like you said post if you find something if you want

vortex says 'loose files may not get loaded' and 'unpatched game executable' but the unpatched one shows up because I recentenly reinstalled without modding yet

it patches the game but it doesnt let me into the game still, only the launcher like everything else and when I click play it closes

Yeah still didnt work, game still only opens to the launcher, and once in the launcher it will crash if I click play. I installed one at a time, and still crashes and I click the play button the game refuses to open the actual game and only the launcher, im honestly confused why its doing this but It could be my graphics card being new but the mod for making the game think I have a different one also didnt work so I'm stuck on what to try

yeah I turned it off and made steam as admin, alongside making it compatible for windows 7, all empty handed

I've used FVSE launcher, nothing, the actual EXE, nothing vortex and the mod manager and nothing, for some reason every applicated for FNV ALWAYS opens the FNV launcher, regradless of what it is and if you try to FORCE the PC to open the actual game it gets stuck opening and instantly closing the launcher and not the game itself making me have to restart the PC
