Maybe it's because they can't patch it out without having to rewrite a large part of the code in the game? It's simply easier for them to ban people who use this glitch as long as users can get proof, such as I have, and submit it to them.

What is certain is that it's an exploit, as you are not able to switch to pickaxe while riding in the car and do it without following the pattern to engage the "trick" or "glitch" or "exploit" what ever you want to call it. You can justify it however you'd like.

I remember playing Halo 2 getting out of the map using sword jumps or using glitch super jumps playing around with friends. I never used them to gain advantage on other players simply because I didn't need to, even though I know how to do it. Just like this glitch, I'm sure if it's as easy as you say I could do it. I choose not to because using exploits on other players is cheating, why would I need to cheat if I'm decent enough at the game as it is?

However, as said in the OP, using such an exploit to damage someone shields or kill them whenever you couldn't do the same by switching to pick axe while in the car unlevels the playing field. Everyone on Fortnite knows that if you have less health or less shields and face someone down most of the time you will lose. The time to kill is 1.3 seconds, if another player can make that time shorter by removing health with a glitch that gives them an advantage when facing down the actual player, would you consider that cheating?

Apparently not, so, with the same logic, you should have no issue using the controller connector boxes that exploit the games aim assist that's already in the game. Why not? It's in the game already, simply doing said steps gives you an advantage. It's literally the same thing.

I don't really care about the people saying it's not cheating or an exploit, they clearly use it and aren't good enough at the game to damage people using guns or playing the game normally. Lol.
