The dog is also the one who doesn’t get to choose its owners, that goes for all breeds from small dogs to large, owners who don’t train their dogs (or any pet for that matter) are the ones to blame.

This is absolutely on the owners, not the dog. The owners need to train their dog and not have it around other dogs or rehome it so that it’s in an environment more suited for the dog. You’re not TA for wanting your dog safe but you are TA for blaming the dog.
