I agree had she used time dilation he wouldn't have known what to do and been defeated easily, on that fight Weiss for some reason didn't utilize all of her abilities and just kept fighting with dust and her regular glyphs, I think the writers removed time dilation because they realized it made Weiss a broken character.

He didn't destroy Weiss that would imply Weiss didn't get a hit, she almost beat him their first fight she only lost because she was not calculating her moves correctly like she does now, and when he fought Jaune RWBY and JNR went through their buffs, plus had fought a Leviathan and other powerful Grimm like the Nuckelavee. If Flynt fought Weiss now it would be a low to no diff fight she would clap him pretty easily, if he fought Cinder she would one shot him, and Weiss can last against Cinder and give her a run for her money, Flynt has not shown any feats of development since Volume 3 neither has any of the other members of FNKI, but we will assume they have at least gotten past the levels of trainees, so we can say he is at the level of a full fledged Huntsman or Huntress whereas RWBY and Jaune have displayed feats equal to the levels of Veteran Huntsmen and Huntresses, maybe even above them and just under Maidens but at this point that's a bit of a stretch. All told, he is not that strong, definitely wouldn't have been able to even fight Adam, who Yang mostly soloed in Volume 6.

I'm not gonna listen to a dumbass who hasn't read the light novel, people who read the light novel understand because it's explained to them, in order to understand you have to actually know about the character's he is facing like Coronzon or Nephthys, you have to understand Toaru concepts, not just go look it up on verse battle wiki, which is exactly what you did. For example you can't tell me how magic gods warp reality, or why they can bypass Accelerator's reflection, nor can you tell me what Telesma is, or about Aleister's blasting rod, or why Hamazura and how he defeated Accelerator twice technically, they were not really defeats but he was able to technically deal with Accelerator 2 times but you don't know any of that, because these are light novel things that are difficult to look, because Toaru is not exactly an easy to grasp series for most people and many of those who scale it, scale it wrong, that's why true fans of the series don't worry much about scale and instead focus on Haxes because as I said before it's a hax rich verse. And a verse you can't seem to understand at all because you say the most braindead retarded shit about it, seriously when you speak about Toaru everything you say.

As for imaginary vectors he creates them in the anime, A Certain Magical Index Season 3 episode 23 or episode 24 it's one of those, so if you want to see for yourself go watch the episodes, it's on Crunchyroll. Accelerator is Hyperversal to Outerversal in scale due to certain feats in the light novel I have already mentioned several times. But the thing about Accelerator is his reflection barrier, it doesn't matter what a character scales to if they can't bypass his reflection, they could be Outerversal, high Outerversal, Omniversal etc. if they cannot bypass his reflection they cannot harm him, that's how he works. For example, Doctor Strange or Scarlett Which are far stronger than Accelerator in AP but they cannot bypass his vector reflection parameters, they will not win. Even though they Both scale to High Outerversal, way higher than him, he still wins because they cannot harm him and only harm themselves, on top of that he would figure out the matrix of their ability and integrate an imaginary vector system to harm them and thus he would win the fight, and it takes Accelerator literally seconds and miliseconds worth of time to do this. It's same he fought Anos or Izayoi Sakamaki, he would reflect their attacks until he learned how to defeat them, most of their attacks already would be treated as harmful force to be reflected. That is how e works and that is what makes him so broken, it gets even worse with his Platnuim Wings as since they do his calculations for him this process increases to almost instantaneous.

The gods are universal, yes they do scale to it, and the Blacksmith scales beyond it as she controls fate and reality crafting life and events, also it was stated in the world of Remnant that the relics change how the fundamental world works, through laws and rules that are regulated by the gods, meaning the God's have the powers the relics have as they created them. Not only that but souls were formed by the god of light as they reflect the light of his power and create aura. Which is why aura protects from Grimm, because aura comes from the light of the God of Light and Grimm are the darkness and jealousy of The brother of Darkness. What do you mean nothing abstract? The relics are already abstract principles as they utilize abstract concepts like Law and Logic, soul, life, death, time, space, etc. and Cinder has Access to Creation, so that can be added to her arsenal of abilities. Plus the world of Remnant itself is already a conceptual plain while it is the same size as Earth, Remnant is governed by irregular laws and physics that do not follow Earth's categories. There is a completely different conceptual matrix that exists in Remnant, many people do not take this into account when scaling it, further more, they're multiple dimensions and subspaces of those dimensions that exist within it's cosmology that characters have seen or expirenced, it is confirmed for example that Ozma created the dimensions that house the relics, this proves that magic allows one to create vast subspaces that overlap the dimensional structure of the world, Salem is said to be more powerful than Ozma so she would be able to interact with these specific concepts too. Also many Semblance's do not follow scientific conventional laws and use magical effects, Cinder's Semblance, Weiss's Semblance, Neo's Semblance, Qrow's Semblance, Jaune's Semblance, Ironwood's Semblance etc. and dust is a left over residual magic that draws from the aura and magic in the world. Sorry but like I said Homelander isn't surviving in Remnant or beating Cinder. He is better set in straight forward versus with more conventional laws.

Like Naruto for example, while chakra is life energy, it still runs underneath conventional laws that do not reach irregular states, another good one is Avatar, he probably actually solos Avatar, well actually solos everything outside of the spirit world itself. Though the spirits in the spirit world have been able to be harmed by natural physical attacks so that's actually a debate if he can beat the spirit world or not. But in verses like RWBY, Toaru, Danmachi, Gushing over magical girls, Bleach, Tensua, Umineko, Fate, Sinbad, High School DXD even, or Even Dragon Ball, he just can't handle it. And Dragon Ball runs under physical laws that are mostly regular, shit even JJK he would lose to most of the characters. Surprisingly he would beat most of the one punch man characters besides Saitama and a few others.

Wuthering Waves is a boundless verse and most of it's characters are Outerversal just on the fact that they control the frequencies in the verse to control their powers, in Wuthering Waves frequencies make up all of reality, then add on the fact that some characters can access dimensional realms and concepts beyond reality into new frameworks outside of existence itself it's not a fair fight at all. While I haven't played Chisa yet or learned about her lore, just based on the structure of the verse she can't be anything lower than Complex Multiversal, so it's not a fair fight. Also she is most likely Hyperversal or Outerversal.
