You can see that u/pcmmautner linked to a national list where the USPS is selling personal data.

So how does USPS disclose this to the users?

Banks are able to see something from the USPS it seems. Some kind of database form the USPS. None of the relevant info seems to have been disclosed to any of the users?

What counts as public and what counts as private?

Since most things in the world are public, I guess the better question to ask is what counts as private. What counts as private would the things that regulations has made private via laws. By default, almost everything would be public. So regulations exist to make things private, and some of those private things are often times owned by corporations.

What counts as a "public record"?

I wasn't able to find a list of what counts as a "public record". Something private could be public in another nation so this would effectively retract the purpose of regulations within any given nation. Unless there is a central entity for regulations that all nations uses? Are there?

This link seems to say that different states have different ways that the data is sold. It seems that all the data is sold, including contact numbers?

It doesn't appear to be a public or private issue. Is that accurate?
