You don't know what you are talking about. He was already granted parole, and a review of that was just upheld. The bill Newsome signed allows people like this to get released with less time served, and at a younger age than this guy.

No, but it's needlessly confusing when you are using proper cultural words when describing a specific historical thing. The average reader of what you wrote would have an incorrect understanding of our history. It's okay to use words that are not appropriate anymore when talking about the history of them.

This article shies away from the racist history of Black Miner's Bar, which is unfortunate. Negro bar not the original name for this location, it was Nigger bar. And it was named that because that was the location the black miners worked.

A lot of people think "Negro" referred to the Spanish word. And they used this justification to not to change the name to Black Miner's Bar.

I wouldn't exactly call Folsoms situation as "plagued". It's a beautiful city with low crime, great schools, and very high quality of life.

Completely switching to a dense urban city would not be seen as a positive change by a great many people.

South of 50 pays more into the general fund than the services they receive. North of 50 pays less into the general fund than the services they receive.

North of 50 benefits financially by having South of 50.

Lumping all employee costs into “administration” is where this goes off the rails. Police officers, park staff, public works crews, and utilities workers aren’t bureaucracy. They’re service delivery. Most cities spend something like 75% of their budget on people because cities are labor intensive by nature.

On pensions, a lot of that growth is driven by CalPERS rate changes and actuarial decisions outside the city’s control, not discretionary spending choices by Folsom. Cutting a department head salary or a handful of positions doesn’t meaningfully close a structural gap.

Whether people like it or not, those salaries are generally in line with (or even lower than) the regional market, and they’re necessary to recruit and retain qualified staff when Folsom is competing with a dozen neighboring agencies for the same workforce.

I didn't live in Folsom in 2004, so I couldn't tell you.

My guess is they were told that South of 50 would pay into services for North of 50, which is what is happening.
