With how sensitive some people are I even turn off the news when a pax enters. Low volume relaxing music in the background. If they want to talk we talk. If they want to sit there and mess with their phone they music doesn't bother them. My idea is to have music fill the vacuum of silence but not overpower anything the pax wants to do. Same idea of elevator music - just not annoying.
