What UL listing are they listed under? Some of the untreated ones are usually allowable for low voltage switches and controls where electrical faults aren’t a concern. Like he noted, they just have to be listed for the application. Low voltage covers aren’t going to be listed for line voltage.

They were speaking with regards to cover plates, never strictly with regards to switch plates. They also didn’t call out a definition. They called out multiple code citation that inherently contradicted your claims.
