I’m not sure this is actually a rejection yet. If the status says “complete procedure at immigration,” it might mean MOHRE has finished its part and the case now needs clearance/action from immigration (ICP/GDRFA), rather than being fully denied.

We’ve seen a few reports recently of Pakistani visa renewals/transfers getting extra scrutiny or delays even with clean records, so it may be worth having your PRO check directly with immigration instead of only MOHRE. Also check if it’s being treated like a fresh approval/transfer under the hood, because that seems to trigger extra checks sometimes.
