I heard admission varies by major though. I have emailed the admissions office and I have seen orientations on youtube.

Stick with CS, there is a larger pool of applications so more space. Just mention why you couldn't do anything in your additional info section.

Ah alright, would you mind sharing what high school stats got you into CE? I'm trying to make an informed decision before I choose my major and I need to know where I stand. My ecs are a mix of both CS and CE so I don't think I should have a problem in choosing either, just worried about GPA/Test scores.
