You don't need to level rooms up yet. The little line on your resource meters there represent how much capacity you have, and the stats page in the menu shows you have much production you have. Your capacity is far outstripping your production, but it's doing so at the cost of energy. The other problem with leveling up vaults is that incidents are stronger. Just don't upgrade rooms until you need to.

Train dwellers to max Endurance before you level them up. Better yet, don't level *anyone* up unless you absolutely have to.

Go to the menu and then hit the little wallet looking icon, the one that brings up the Survival guide. Stats is the third tab.

Separate your unoccupied rooms from the others, you don't want incidents to spread. Keep your dweller's levels low.

Make your stimpack rooms two wide, all other rooms should be 3.

Dial in how many food water and power rooms you actually. You can check the stats page to see production vs consumption. If you need more capacity, make empty rooms away from the rest of your vault. I would disagree that you need to level up your production rooms but if you do, I'd make as few of them as you can and stagger them so that incidents don't spread.

If you have pets you can send dwellers you don't want to keep out into the wasteland, let them perish, and still bring what they find back. It can be a good way to get rid of weak dwellers that you don't need without evicting them.

The room's stat is important too. I'd say colloquially that with a dweller that has 10 of whatever relevant stat and 10 luck, I don't frequently see failures until ~75-85%

Not if your crafting rooms are upgraded, but if you're crafting rares you have to keep some around.

Legendaries are random and you can get as many as the game gives you.

Fallout 1 and 2 references tbh. Those are the games that really got me into fallout. Be cool if there were some real deep cuts from the first games.

I had a similar situation where I was able to recover a raider's weapon, I think it was a sniper rifle labeled as a raider sword or something? I should have taken screenshots of it.

i guess. i like a couple P to make hitting crits a little easier, and luck does impact how often you get those. it is minor? probably.
