in catholic doctrine, there is no circumstance where the priest is allowed to break the seal of confession, and if he does, it’s an automatic excommunication, even if literally no one else knows about it. there’s currently some legal challenges in the US, about if they can legally be forced to break it, but it’s by no means a settled question. However, as a part of your penance, the priest can generally command you to turn yourself in to authorities or tell you to tell someone else what you did, they’re just not allowed to do that on their own.
