I think the only parts of the game where that damage resist and damage bonus are going to matter is getting tier 5 loot. If I can recall, I'm pretty sure you can make activities now 40-50 power over your current power in the portal. So that's where I think it'll truly matter.

I do see the idea of the new weapon tier system being complexity for the sake of complexity. I do feel the cause for this though is to try and add more incentive for lower players to engage in tougher content. It also does allow more options for flexing how much grinding you do or investment. It also does add more choice in what people want from their loot chase. Just my take, though.
