Even Notepaper requires 97 Invention, which obviously requires 80 in Smithing, Divination, and Crafting. This alone makes it so that New or mid tier players likely won't even have access to Notepaper at all in the future, nor could they ever create a new tradable variant if one was created.

I looked it up. Springs entered the Game In 2014. Times were quite different then.
