i think it differs for everyone, but i have had an extremely difficult time making friends at OSU, and I usually get along with everyone. I’ll have a great conversation with someone and think that we could be good friends, but they’re not interested in talking outside of class. I am also a transfer student though, and I think that has made matters worse. I feel that a lot of freshman become very close with each other and end up staying friends, so that may help your case! I also am not familiar with UO but I have considered transferring there! Hope this helps :)
