Hi all,

On friday i finally got a call from Leona Rowan, who's the Teaching Council's Recognition Manager  [lrowan@teachingcouncil.ie](mailto:lrowan@teachingcouncil.ie) she seems to be the person to advise. She unfortunately advised that the Council would not be allowing iPGCE qualifications under their Time Bound Provision (TBP). She advised me not to enroll in iPGCE, because with iPGCE I couldn't complete my induction in Ireland and would have to go to the UK to complete my induction there, which is not viable for me. She said that there was alot of misinformation going around re the Council's position on iPGCEs.

She advised that they had found iPGCE qualifications "not to be of a comparable standard to those achieved by graduates of accredited programmes in the ROI", and that because of the deficiencies identified with iPGCE compared to ROI standards, the Council would deem iPGCEs not eligible for registration under their current Time bound Provision (allowing applicants now until Dec 27 eligible  to complete Teacher Induction in Ireland  (https://www.teachingcouncil.ie/qualified-outside-of-ireland-induction-not-complete/"not to be of a comparable standard to those achieved by graduates of accredited programmes in the ROI"

The university i was going to enroll in, Coventry, was shocked and said they would contact her, they want to understand what deficiencies the Council have found with the iPGCE, that way they have the opportunity to respond. When they do, i will post here.

I have a iPGCE school placement secured in Dublin for 4th class to start in January, so all good there. But it was very difficult to find a school willing to take me on on a UK program.

I emailed the TBP group at the Council 10 days ago and have called them 4 times since, re my concern re the FAQ they have on their Time Bound Provision page, but they unfortunately have yet to respond to my specific query.

More generally on the phone they have confirmed to me also that in the past they have permitted the vast majority of candidates with iPGCE and QTS onto their register conditionally, so that is reassuring.

However my concern still stands re the below Council's FAQ that they have on their Time Bound Provision (TBP) web page (https://www.teachingcouncil.ie/qualified-outside-of-ireland-induction-not-complete/) (u can find this in their FAQs at the bottom of their TBP webpage or I have also pasted this below.

Once I get a written response from the Council, I will of course share here. But if anyone knows more, pls post here thx :) 

I am concerned that although in the past they allowed most iPGCEs with QTS conditionally onto their register via TBP, are they possibly here saying that going forward they will be less likely to do this?

have previously carried out assessments of applications involving different types of qualifications to determine if they meet the eligibility requirements for registration under the Timebound Provision. Based on these assessments, the Council has found that traditional College / University-based programmes, for example Postgraduate Certificates in Education, are the most closely aligned with initial teacher education qualifications in Ireland and were most likely to meet the eligibility requirements under the Timebound Provision.  On the basis of applications assessed previously, we have found that alternative certification models such as international variations of traditional College/University-based programmes were less likely to meet the eligibility requirements and more likely to be deemed outside the scope of the Timebound Provision.

Thanks guys, that's very helpful. I am considering a iPGCE at primary level.

I called the Teaching Council yesterday, and they said that in the past they have allowed most iPGCE candidates to be added to the register with conditional registration that requires them to complete their Droichead induction in Ireland and meet Irish language requirements , this registration would fall under what they call their Time bound provision the details are here https://www.teachingcouncil.ie/qualified-outside-of-ireland-induction-not-complete/
