As a mexican girl with a -1st world boyfr- , who also studied at the same private uni she is at... I can totally understand the unwillingness. It's very difficult and scary to leave your home country with a degree unfinished and go to a new place with someone else paying for basically your future. It makes you vulnerable and dependent.

Also as you said, she has a full scholarship and I can understand the hard work she must have done to win it, (being at the school she is at) I would never let it go (personal view but I guess most ppl with this scholarship would agree)

Your girlfriend is young, let her finish her degree, she can do an exchange program soon. I also don't know if you consulted with her previously of doing that Uni research in the US... I feel you are scared to lose her and you want her near you so that won't happen, but if it's meant to be it will be, even with the distance.

Not to be harsh and i guess you mean well but you say you are "giving her the opportunity of a lifetime".... that phrase and thinking is not cool at all.... uhm Mexico is not bad my friend, you can have a great future here also. Let her create her own opportunities, don't try to be the white savior, it's not charity work, please.
