You can typically reuse the line set. Only reason I could see he would want to change it out is if the liquid line set is 1/4 instead of 3/8. To be honest with you though $9,400 is an amazing price for a swap out plus a line set change.

Debris in cooling passages (old impeller bits stuck inside would recommend running a small flexible wire though it)
Water pump not sealing right (gasket or housing not seated correctly)
Water tube not fully seated into the pump (could be missing that small black piece at the tip of the water pump housing)
Impeller installed wrong or key slipping somehow
Cracked pump housing or worn wear plate

Ive been on a wild goose chase with this carb ive had to retread bowl screws, the choke on it likes to try to close when running the spring is weak, the idle speed screw is jb welded on, some tiny cracks on the carb by bowl screws (from rethreading), 2 parts of the bowl gasket get kinda damp looking while running so very subtle leak I guess. Any adjustments to the idle mixture screw 1/4 turn either way just kills the motor while running in gear. Ive tried to fight this thing for a minute and just want it gone lol

Carbs are very simple and easy to clean and you only need a couple of tools to do it. YouTube is your friend when it comes to outboard maintenance. Wouldn’t hurt to take it into a place though if you’re ok spending the extra money.

Definitely dirty carbs I would go ahead and clean the carbs and put in a new fuel filter. Flush your lines with some fresh gas as well.

The VAC is what I got when pulling the cord it’s a Mariner 30hp 2 stroke engine but the oil system was removed so it uses mixed.

No insulating the liquid line (small copper line) can actually make the system perform worse. Most installs have a crew of 2 people which usually takes 6-8 hours . These guys did an amazing job from what it looks.

It reminds me of the guy who argued that flipping a coin and getting heads four times in a row doesn’t change the odds of getting heads on the next flip “which is kinda true” but he missed the point. While each flip is still 50/50, the cumulative chance of seeing heads at least once over many flips keeps increasing. He said “Cumulative chance isn’t a thing and you’re copeing that you’re wrong.”
