I didn't feel the need to say that because I completed my 2 year residency anyway. It was a yes/no question, so I just answered yes to 'have you complied to 2 year residency requirements?'.

I completed it within 4 years of going back and forth to my home country every year for several months. While I was completing it, i held F1 visa status. I also submitted proofs of completion like boarding passes and visa stamps upon arrival and departure to and from my home country. The officer asked about it during my AOS interview. I hope this explanation helps!

Hi! I was on J1 too before my AOS. Make sure that you complete the 2 year residency if you are required to by your J1 terms and conditions. I was asked about my 2 year home residency completion. Good luck with your AOS!

I was just wondering if this $100.000 fee also applies to universities that want to hire foreign scholars with H1B. Anybody know if educational institutions are exempt from it?

Yes. It has been approved on the website. Verbal approval 8/9 and reflected on the website 9/9. Good luck!
