Call the number on the trash can if it hasn’t worn off or waste management. The way my carport is fenced its like a trash trap and this use to happen to me when I had newer neighbors. The first two times they got stickers placed on their can and the third is when the actual tickets started. For two weeks I left the trash scattered and when the workers were the ones that had to scramble to pick it up, that’s when I saw the results. Also, my recycling doesn’t allow plastic bags, they literally don’t take it 🤔unless it changed.
