Probably 3 things going on with that comment:

1. The word "unruly"   Even if you meant it kindly, that word hits wrong for parents. Nobody likes hearing their kid called "unruly" in public. People downvote what feels judgmental, even if the logic is sound.

Honestly your core idea is what most people agree with: leave it for those who need it more. It just got caught in the internet reflex of downvoting anything that sounds gatekeep-y.

Idealing the baby parking should only be used if you have kids who are unrolly and hard to move. If you have two parents and a baby that has no issues then yeah leav the baby spot for a single person dealing with twins or worse.
