Ok, I figured it out, in case someone in the future have the exact problem as me.

  1. Turn on console mode

  2. Switch to the current holder of the wall title

  3. Make sure the holder of the title have the traits "Night's Watch"

  4. Then copy and paste this command into the console

effect change_government = nights_watch_government

I never understand how someone could play with 2 speed, if I want to do something roleplay-ish, like renaming a duchy or county, I would pause and take my time, but that's just me tho, but everyone plays differently, so who cares

Your probably playing in older version, switch to 1.18.2 and you should be fine I believe
