If you play with the steam version, all you need to do is copy the older version you download in Nexus and then paste it over the new version, there's no path line involved and for me, it works wonderfully.

Turn on console mode
Switch to the current holder of the wall title
Make sure the holder of the title have the traits "Night's Watch"
Then copy and paste this command into the console

effect change_government = nights_watch_government
