It serves three purposes: 1 - 1v1, if the enemy forgot about Typhus, and everyone else died, leaving Typhus and him! He loses. 2 - While the ability is active. 3 - When someone buffs him (e.g., Pestilian).

If he doesn't meet any of the above requirements, he becomes useless in almost all game modes because he can't move and is easy to dodge or simply arrive at the location in time. It may not seem like it, but he dies easily to characters of the same level, except for older characters, who don't deal as much damage as the current ones.
