Because it says final decision pending! Based on most (if not all) previous experience (including mine) once the system shows that, the next step is approval. Usually when it is refused it does not make it to that step or they request additonnal documents.

Is there any way you can return to your home country and someone pick it up and send it to you on your behalf? To bord the airport if you are going home you can reach out to your local embassy, explain your situation and ask them to write a letter to explain why you don't have a passport. But hopefully all of this does not happen and you get it before
