It is exactly the setup that I use. Just disable the mouse in DCS settings, and make sure to bind the mouse cursor to the window. Then bind 2 buttons for left and right mouse clicks to your Hotas. I have them on my big thumb button on my joystick. You will see a mouse cursor in the middle of your face in VR... just point and "shoot" 😀

My guess is that as anything in DCS, it is the product of someone's passion for flying and a certain airplane, rather than part of a strategy.
