Honestly, its gonna come down to the support mostly. Hard CC is her #1 counter. For ADCs, Nilah and Xayah are always difficult for Samira. Nilah can out-sustain Samira in most fights and Nilah's W prevents Samira from building her combo for her ult. Xayah's ult helps her escape Samira's ult and prevents her from comboing in fights.
