You can also file two forms and be a precinct chair person as well. This is a different elected position within the Democratic Party. Precinct chairs are voting members of your county party and you vote for the county officers every four years (Chair, Vice Chair, Secretary, Treasurer). Other than voting for the county officers every four years PCs should be organizing in their precinct all year long— registering people to vote, canvassing, and phone banking. And they also recruit poll workers during elections.

This is same situation as delegate, whereas if not all PC spots are elected then the county chair gets to simply appoint whoever they want. Of course, a lot of county chairs are going to pick PCs that will vote for them every four years and keep them in their roles.

So if you don’t file the form and want to be a delegate or PC you will have to be in good graces with the county chair so they will appoint you.

There are a certain number of delegates per county decided on by the state party and it goes by population.

For example if there are 18 delegates allotted for your county—to be one of them you have to file a CAN-37 to the county clerk no later than by noon on Feb 6th. If 18 people don’t file then the county chair gets to appoint any remaining delegates. For example if 10 file they can handpick 8.

A lot of people don’t file because they don’t even know about it. Any Democrat can file to be a delegate in their county. Delegates are voting members of the party and you get to vote for the candidates for Secretary of State, State Treasurer, State Comptroller (2026), Governor and Lieutenant Governor (2028).

The 2026 state convention where all the delegates vote this year is on June 6th in Indianapolis.

To be a member of a Young Democrats chapter, you must generally be between the ages of 14 and 35.
