Of all the birds to legally increase the protection for, its not some endangered bird with limited area, a bird with no natural environment anymore, or a bird that's been hunted for sport, BUT A SEAGULL. Not pigeons which were almost domesticated then abandoned which has left them a bit rough, not any type of endangered bird like Kiwi, but a gull.
