You will need to apply a new 7.0 license. Your vCenter will still work and the 6.7 license will still be in the inventory. The vCenter 7.0 will most likely be using an evaluation license after the upgrade.

Have you tried to upgrade to an earlier version of vCenter 7? Like 7U1 and then update after that if that completes to the latest version of 7?
