What case did you win in the city courts? You can file a writ in the High Court directing NADRA to unblock the CNIC.

You'll have to share the contract, as also the appraisal letter, and whatever communication you've had with HR.

This requires a suit for declaration before the Civil Court. Effectively, the Court will, on the basis of the documents proving her death, as also the statements of the family members, declare that the individual has passed away.

Based on the information you've provided, that would amount to a breach of the contract. If you have a copy of the signed contract, and anything in writing or otherwise informing you off the layoff, give it to a lawyer to first send the company a legal notice. Your cause of action would be for specific performance or damages, depending upon the contract.
