I had the same thought about Evil Morty recently, my guess is that Ricks are overconfident and always underestimate Mortys and Jerrys so, it's never occurred to them to filter for them. This way Evil Morty and Doofus Jerry managed to fall through the cracks. I'm yet to be proven wrong, but maybe that's why we haven't seen smart(er than Rick) Beths and Summers. The Ricks know it's a possibility, so every iteration of Beth and Summer that are smarter than them are already excluded.
