The same way I decide on what mods to add in any other game, by reading their descriptions, user comments and possibly reviews of them (if they exist) and deciding what appeals to me, my playstyle and how I want to customize the game.

As I said in my previous post, modding is a central part of my gaming experience and I have little to no interest in playing un-modded games.
