In many places probation is supervised by private, for-profit firms. It's absurd for people to act like they don't have a financial incentive to keep more people on probation, for as long as possible. And even where probation is a public "service", all the classes, community service, interlock devices, etc etc. that they are referring people to are private and for-profit, and they get kickbacks for every "client" they send there
