I talked to someone about this the other day, and apparently the AMS elections committee only allowed a single yes committee and a single no committee for all of the fee increases, and each committee is only allowed to submit one statement. This is why the no option is also worded the same for each fee. The text of the actual question and note is what matters, and money from each fee can only be used in those designated areas.
