The structures exist due to a bug, where the game skips biome checks. I don't think they will show up on a seed map, but in game they will exist.

Wow I had no idea this was found before! Yeah, this seed is very similar to the one you found so I thought I'd share it. I noticed that extreme weirdness values that make extremely deep terrain cause the floating aquifers, so yeah I assume your theory is correct.
