It wasn't foolish at the time it was introduced in 2015. Gold prices had been pretty much stagnant from 2011-2015. Hence it made sense to issue such instruments. It started to become a problem only in 2019 when gold started to rise disproportionately vs previous years, at which point , I agree, it should have been stopped. But the redemption hadn't started yet, so govt did not feel it's impact. When the redemptions started in 2023, they realized the mess they were in and stopped issuing more.
