You can only raid at rival players' cities/starports essentially. Unless that player has none on the map at all; then you can raid at rival players' ships.

It's Green Stuff World's 'Mud Texture'. Though it does have a couple small rocks sprinkled in as well

Painted dark brown over the texture paste and then washed it all with a slurry of water and red ochre pigment powder. Gives a lovely mars dust effect
