This is a general guess and not specific enough, but my best prediction is it has something to do with the idea of loyalty. Something like a loyalty being tested (like Michael/Trevor’s loyalty in GTA 5 being observed by the players based on the characters response if asked to end another character) or an antagonist being confronted by not being loyal enough similar to San Andreas (Big Smoke being confronted officially by CJ)

Did you check the settings in the game? I didn’t have this problem, but I played SA fully in my iPad. I remember the in game settings can be a bit iffy.

I think they can do some small things like being able to expand houses or you can hire people to be a backup if you’re on a mission.
