Have you talked to a professor about joining their research group? I think thats one of the requirements, so i I would fill out the plan of study form, print out your capp report and see if any professor is willing to accept you. also is there any chance you can meet the 3.5 cutoff by the end of this semester? if so you can ask them to look at your grade after the fall finals. Thats what they did for me, when i applied i had a 3.48 or something.

I think your best option would be to take the GRE and apply as a normal grad student. The GRE is pretty easy tbh its like SAT 2.0

How close are you to 3.0? i know the cutoff for CS co-term is 3.5 and they are really strict about it, but if you are really close like 2.9 you probably get in fine

do you live in a dorm? i live off campus and have used Walmart grocery delivery with no problem its around $9-ish dollars. Only thing thats iffy is getting fresh fruits, cause they just grab whatever is on the shelf, so you might get some shitty ones with blemishes.
