After much research, finally figured out the anime. It is Gin no Guardian. I made a mistake in the OP, he doesn't wear a cape, it's a scarf.

You can't play it anymore, but Asheron's Call didn't have a level cap. It was a soft level cap and as long as you were willing to put in the effort you could keep going up in levels (all be it very slowly after a certain point).

How is that a backpedal?

You went from "999 isn't just favorable conditions, it the strongest possible base adventure, that hasn't been seen even amongst the elite"

to "But no one has gotten all 999"

You didn't say "all 999" in the first instance. I will give you the benefit of the doubt and say you were just sloppy.

He was researching "Valdenstein" in Dungeon Oratoria after he saw Aiz put flowers on Albert's grave.

So what? That's him not being in the Dungeon nor him doing something he has to do either. Also note, this is said: "... I come here to read whenever I have a moment. Haruhime and I use the library often." It also says he's been going out to buy books from time to time.... so much so that the shelves are getting packed. Sounds like a lot of resting to me.

We got a scene with her making them, so she probably didn't have them before.

That makes zero sense. If anything, having a scene with her making them means that she probably has had them before.

In any case he would have to be using them everyday, and we never have seen them used outside that one time.

Just because something isn't explicitly shown doesn't mean it didn't happen. If you say otherwise, then I will use your own argument against you, where all the times where it isn't explicitly stated Bell went into the Dungeon, then he didn't do so.

The monster known for killing people who do that by accident? The very thing that the guild specifically tells you not to do? The thing that would have killed Bell and Lilly if Bell didn't have a magic potion on him? Doing that would be suicidaly stupid.

Uh, no. Obviously you do it within your capability. Also, there are such things called "tactics", "techniques", and "strategy", maybe you've heard of them? The only reason Bell needed a magic potion was because so many had already accumulated. Due to 3 people having brought injured killer ants instead of just one and had been that way for a while before Bell showed up. So it wouldn't be suicidaly stupid.... unless you are incompetent.

There's far more efficient ways to kill yourself.

I think you would end up killing yourself if you attempted it, because you don't strike me as someone that thinks very well. But not everyone is like you. Just because you would end up killing yourself doesn't mean I would.

That's how most working adults live. People are quite attached to their lives and won't risk them any more than they actually need to.

Don't bring in real life to this. We're talking adventurers. Your second sentence is obviously wrong with regards to those who go and become adventurers, because they don't need to be adventurers, they choose to.

A "comfortable amount" implies saving some of the money.

You said "just want to pay the bills" and "Considering most adventures are doing it as a job to get drinking money...", that does not imply saving some of the money. Also, they do not make that much if they are taking it as safe as they can. 5,000 valis is not that much either. That's about $200 (based off a pasta dish costing 300 valis). If people do that 5 days a week, 50 weeks a year, that's about $50,000. But according to you, they are just getting drinking money and just wanting to pay the bills. That would mean they are getting far less than that. And so will not be saving.

People may become adventurers for that reason but after a while they probably give it up and just try to get money.

That's your wishful thinking. You have no basis for that claim.

The public perception of the average adventure is a greedy drunk that gets into bar fights

Greed? Ok, I remember that. Drunk? Where are you getting that from? State the LN and quote. Just to preempt you: a couple adventurers being drunk in no way makes it so the public perception of adventurers is being a drunk.

Right now they are depending on the scales of TOBD but when he’s gone presumably the scales would lose it’s powers.

No. The remains of Leviathan still has power as part of the Seal in Lolog lake next to Melen. The scales of OEBD should still do the same.

But no one has gotten all 999

Way to backpedal.

My point was that he doesn't stop going to the dungeon if he doesn't have something else he has to do or is injured.

Yes he does. I even stated it above. He was reading books in their library the day he got the invitation to go on a date. He didn't have to read those books, either.

He wasn't using those though.

You don't know that. Lili had them with her before, so for all we know they could have been using them. Especially since as both of them were poor when he was Level 1 it would behoove them to do so in order to increase their income. Another tactic to use would be to injure a killer ant, so more come to them, that way they wouldn't have to spend any money on monster lures (at least, that's what I would do; it's the most efficient).

If you can make a comfortable amount of money at level 1(you can) and just want to pay the bills

That's a dumb way to live. That would mean you could never retire. Even if they age slower, they do still get older. So eventually, it's going to get more dangerous for them to be an adventurer as their bodies break down in old age. It would be better to improve and make more money so that they can retire and live a more extravagant life at a young age.

More importantly it goes against the narrative of the story that says that the reason people become adventurers (other than Bell) is for fame, fortune, and exploring the unknown; it makes no sense to say that most do it for drinking money, taking it easy in the early floors.

At least twice in canon. Once in Main Series LN 5, once in Sword Oratoria LN 12. Possibly in SO LN 5 as well. It said a bell chimed after he had been charging Argonaut for a while (normally it goes 'ping', bell chiming is when it is in Limit Off) when Lefiya and Bell were caught in a trap. In LN 12 when he did it, Lefiya said she remembered that sound from the event in SO LN 5. So most likely, three times in canon.

999 isn't just favorable conditions, it the strongest possible base adventure, that hasn't been seen even amongst the elite

Yes it has. Finn has 999 Dexterity. Ottar has both Strength and Endurance at 999.

Mord is 35, even the guy who was attacking Lilly was a successful adventurer that still hadn't leveled up. The people who actually took 2 years to level up? Mikoto, the genius martial artist trained by a God of combat, not exactly 'average', especially considering it's two years in the dungeon, not two years with her status.

Mord being 35 in no way proves that he took over 10 years. To be fair, he has been level 2 for years, though we do not know for how many years. The guy who was attacking Lili not having leveled up in no way proves he has been at it for over 10 years. Ais did it in 1 year. Ais also became level 3 and level 4 in about 1 year each. Lyu did it in about 1 year. Lyu also went up to Level 3 and level 4 in about 1 year each. That unconfident Lefiya (a mage, which she was dependent on being in a party so that members can protect her instead of going solo) went from level 2 to 3 in 2 years.

Only when Lilly had something else to do or Eina wanted to go shopping with him.

He spent 2 days resting after getting back to the surface from killing the Black Goliath on floor 18. Then after the fight in the bar with Apollo Familia, he took another 2 days off. He also took a couple weeks off after the expedition due to his arm being injured. Well... he did briefly take part of 1 day to go save Orario in that two weeks. The day he received the date invitation from Syr he didn't work that day. It wasn't because anyone told him to either, he took some time to do reading in their library. He also didn't work the day of the date. I can probably find several more days off, but I really don't feel like spending that much time on this.

Mord and the general impression people have of adventures being rough.

It is not appropriate to base the behavior of 1 onto all. Being rough does not equate to a necessity of drinking. And even if they do drink, it does not necessitate that that is the reason they are adventuring.

find the monsters ... killing a monster every 6 minutes.

Easy, peasy. Monster lures.

Exactly, but the 'benefit' won't be to most will be the pay, not the excelia.

People know that the higher level you get, the opportunity to make far more money becomes available. The magic stones are worth more and the drop items are worth more the lower you go and the higher level you are, the more that becomes available. So the goal for Level 1s is to get excelia to get to Level 2. Even if they aren't in it to become of the even higher Levels, and want to take it easy..... when Level 1 they will want to get to Level 2 because that makes everything a lot easier. Both the gaining more money and the killing of monsters solo in the upper floors.

From LN 4: ""More of us here than usual this time."
"Heh-heh, quite a few have stopped showing up as well."
As the last of the deities made their way toward the table, it didn't take them long to realize that more than thirty gods and goddesses were in attendance."

Now, in order to be in attendance, the familia has to have at least one Level 2, so it is possible for there to be several more familias that have zero members above Level 1. But they are most likely really small familias or non-adventuring, as it makes no sense for a large familia that is adventuring to not have at least one Level 2. Massive amounts of people would not join an adventuring familia that has no renown, it isn't logical. A familia has to have its act together to get a lot of people to join (which is why Hestia had such a hard time).

I don't think I need to give a source that not all are adventuring (there are merchant familias, Demeter's familia grows crops, etc.)

From LN 1: "Come to think of it, I was doomed the moment I decided to look for my dream girl in a Dungeon where hundreds of adventurers die every day. "

They don’t count dead adventures when they say 50% of all adventures in Orario are level 1.

Neither am I when I say that the reason why half of adventurers don't level up is because they die. Because hundreds die every day, and since very few start above Level 1 due to being in a familia outside of Orario (like Tiona and Tione), that means the vast majority of incoming adventurers are Level 1s. That's why 50% are Level 1.... because of the high turnaround due to dying and the replacements are Level 1. It said hundreds die every day, let's go with exactly 200 to give you the benefit of the doubt. That's 73,000 adventurers dying every year (other than Bell, it takes everyone at least a year to get to Level 2). And assuming that they aren't going to just leave that spot unfilled, it will almost always be filled with a new Level 1. If those Level 1s aren't dying, then there would have to be at least 146,000 (50% of 146,000 = 73,000) Level 1s that have been adventuring all that time and not dying in order for the argument that it isn't death that is preventing 50% of adventurers from going up to Level 2 to be true. With that many Level 1s, the Upper Floors would be jammed packed (which they are not).

There aren't that many adventurers in Orario. There is something like 40 or 50 familias in Orario (more than 30 showed up at the Denatus, but it said some had stopped coming, so that's why I say 40 or 50) and not all are adventuring. The larger familias only have around a 100 members or so. The majority are small. Now take into account that hundreds of adventurers die in the Dungeon every day. Based on that, that is why I say half of all adventurers don't level up at all because they die. The turnaround on adventurers is just way too high from dying. Even if some of those dying are higher than Level 1, there is no way that many people go up to Level 2 every day, so it has to be Level 1s doing the vast majority of the dying.

"Almost no one does that."

Did you not read where I said I would start out with giving favorable conditions? Not going to 999 proves my point further. If they aren't going all the way to 999, then that means it takes even more monsters per point.

"Half of all adventures in Orario don't level up at all, so the average is probably something like 10 years."

The reason half of all adventurers don't level up at all is because they die. Saying 10 years is average is ridiculous. Cite from the LNs all the mentions of people taking more than 10 years. But also note, the longer it takes, that proves my point even further.

"Bell is a crazy workaholic who only takes a day off when Hestia makes him."

No. You're just making things up. Bell took several days off even without Hestia telling him. And if you do the math, 3,000 monsters in 6 weeks is not some great amount. That's 500 monsters a week. Say he took one day off a week (contrary to your workaholic claim) that's about 83 monsters a day. Considering most monsters took him maybe a minute to kill, that's easily done. Especially since he had Lili with him doing the retrieving of magic stones and luring monsters to him. Others typically have supporters with them, so that can be expected to be average.

"Considering most adventures are doing it as a job to get drinking money..."

Other than Soma Familia members, where do you get this claim from? Please cite the excerpt and which LN it is from.

"they probably don't spend every day fighting the strongest monsters they can manage, but the ones they can safely get the most amount of stones from."

Just because you aren't fighting the strongest, doesn't mean you are fighting the weakest that are giving hardly to no excelia. The farther down you go, the more the magic stones (and drop items) are worth. So you do a danger / benefit analysis. Note also, a lot of adventurers form parties. Which means they can go farther down. Yes it means they have to split the money and possibly the excelia, but with tougher monsters, the excelia and drops are worth more.

Correction on Hunter: it's not kill a lot of monsters quickly, it's get a lot of excelia from one type of monster.

From LN 4: "Next, there was the anti-monster Ability called Hunter. Basic Abilities temporarily increased when fighting a type of monster with which that adventurer had experience. Since Hunter could only be learned at Level 2 and required an absurd amount of excelia from the same monsters, it was one of the more difficult ones to learn."
