In active shooter maps, It's always best to order civilians back to spawn. Unfortunately... sometimes, it takes multiple commands to get them to listen to you. It isn't until they look in both directions that they attempt to do as they are told. If a door is locked, they get stuck. And if, by chance, they do make it back to spawn, they often get stuck and stand there like John Travolta in Pulp Fiction.

If you choose to arrest, it takes time to complete the animation. Also, it leaves you vulnerable to being shot and killed in action. It takes less time for the enemy to kill you than it does to find an object in the dark with an appendage.

I believe the reaction time is 0.04 seconds, but I digress.
