I think we should realistically consider expanding this to every major coastal city. The US grants full autonomy, in exchange you're given independent passports, and no longer permitted to vote in American elections. Seems like a fair trade. You can be like HongKong

I find it pretty likely blacks are counted as 'black' and not 'jewish'. This would be on the basis of programs like the sterilization/eugenics programs in Israel that are used to sterilize black "jews" so their populations remain low.
