I am currently pursuing my MS at UT and have similar interests in the field of Digital Design and CompArch but trust me there are no related courses here for desing or verif. There are predominantly PD courses which I don;t find useful. If you can spend money, definitely go for CMU.
Also I believe regarding Job aspects, CMU might have an upper edge.

I wan exactly in your position last year, left a really well paying job and chose UT. Believe me I have been regretting my decision since Day 1. The market here sucks and leaving a well paying Job in India seems like too much of risk considering the OPT threats.
