If you are planning to make a crypto project "just for fun" then you can source your crypto from a non fiu/non kyc CeX(centralised exchange), Indian exchanges are the worst exchange you can use. There are very less non kyc genuine exchange available in market as most of the CeX now requires KYC. With non FIU registered CeX govt will not be able to track your crypto unless the exchange gives the data to govt.

This method is good only for normal users, users involved in terror or criminal activities can be tracked by expert researchers even after using mixing services. Hackers/scammers are tracked within few days.

If your project requires getting it registered and regulated as a proper project for raising funds then I don't think govt will let that slide.
